How to Register a Place of Residence (Address Registration)?
When registering a place of residence (address registration), a person's data about their place of residence is recorded in the State Population Register. This allows them to participate in elections, freely move or change their place of residence, and use many private and state services.
This guide provides necessary information on the address registration process, including the documents to be submitted and other process features.
Meaning of Address Registration

To register at a place of residence, it is necessary to visit the passport office that services your place of residence, submitting an application in the prescribed form, identity documents, and documents certifying the right to reside at the given location.
Registration Based on Ownership or Lease Agreement
To register a place of residence, a person must apply to the passport department, provide their address, and submit a document confirming their right to reside.
The documents proving the right to reside are:
- Certificate of ownership or right to use the apartment
- Rental agreement with notarization
- Consent of the owner without a rental agreement
- Court decision that has entered into legal force
- Document confirming actual residence issued by the police (unless a written objection to the registration has been received from the owner of the residential space)
- In the case of conscripts, a military record or certificate of enlistment
- Warrant
- Contract
In case of being a citizen of the Republic of Armenia:
- Passport
- Certificate of ownership of the apartment
Male citizens of the Republic of Armenia subject to military service also present a conscription certificate or military ID card.
In the case of being a foreign citizen:
- Passport with a notarized Armenian translation
- Certificate of ownership of the apartment
Regardless of citizenship, individuals residing in a specific residential space must submit the following to register:
- Passport (in the case of a passport from another country, also its notarized Armenian translation)
- A copy of the owner's passport (in the case of a passport from another country, also its notarized Armenian translation)
- A notarized lease agreement for the residential space. In the case of submitting this document, the owner may not be present
- Male citizens of the Republic of Armenia subject to military service also present a conscription certificate or military ID card
Regardless of citizenship, individuals residing in a specific residential space must appear with the owner of that residential space to register, presenting the following documents:
- Their and the owner's passports (in the case of a passport from another country, also a notarized Armenian translation)
- A certificate of ownership of the apartment, the consent of the owner of the apartment (the consent form can be downloaded here)
- In the absence of the owner, the consent given by him/her with notarization
- In the presence of other owners, their written consent
Registering at The Actual Place of Residence (on-site)
Registration Without Ownership or Rental Agreement
A citizen is registered at their actual place of residence if they don't have a document confirming the right to reside at that address.
Regardless of citizenship, an individual must apply to the territorial police department requesting a factual residence check. Within 5 business days, a police representative will visit the specified address to verify the individual's actual residence and issue a certificate confirming the person's place of residence.
Based on this certificate, the applicant is invited to the passport department, where a note is made in their passport regarding their actual place of residence at that address.
If the owner of the residential space objects to the registration of a given person at their address in advance, or if the person resides in an area not considered residential, the passport department shall note the person's actual place of residence (location) in their passport.
If the fact of the person's actual residence is denied, the registering body shall issue a written rejection within 3 working days.
Address Registration for Children
Registration For Individuals Under 16 Years Old
A child born in the Republic of Armenia is considered a resident of the place where his/her parents (parent) are registered.
If the child's parents are registered in different places, they must submit a joint application within 7 days after the child's birth to register the child at the place of permanent residence of either parent.
To do so, they must submit the following documents:
- The parents' passports
- The child's birth certificate
- A document confirming the parents' registration or right of residence in the specified residential space
In the case of an individual under the age of 16, the application for registering a child is signed by his/her parent (adoptive parent) or legal representative (guardian, trustee).
The application of a citizen under the age of 16 who is under the care of a guardianship organization is signed by the director of the guardianship organization or a person authorized by him/her.
Other Cases
Submission, Amendment or Rejection of an Address Registration Application
The application of a citizen recognized as incapacitated or with limited capacity shall be signed by his/her guardian or trustee.
A person who is a citizen of the Republic of Armenia but does not have a permanent place of residence in Armenia and permanently or primarily resides in another country is registered in that country at the address of their place of residence when obtaining a passport of the Republic of Armenia.
An individual who has received residence status, refugee status, or temporary or political asylum in the Republic of Armenia must apply for registration within 15 days of receiving the relevant status.
No. In case of a change in the residential address (change of apartment or house number, change of name of street, district, community, settlement, etc.), a resident of the Republic of Armenia does not submit a new application for registration.
The registration application may be rejected if consent has not been provided by:
- The owner of the residential space
- Tenants and adult individuals who have the right to share living space with them in cases where the applicant resides in housing stock belonging to state or local self-government bodies.
- The owner of isolated residential spaces, if other citizens live in the premises of the tenant occupying that space (except for cases when minor children live with their parents, or spouses or incapacitated parents live with their children)
- The guardian or trustee, when living in a residential space occupied by a guardian
